You are correct. The Lands of Edom, Moab, and  Ammon were not to be populated by Israelites (Deuteronomy 2:5, 9, 19).
They were intended to remain as autonomous islands of territory east of the Jordan surrounded by Israelite Tribes.
The existence of such islands is related to the Promise of Canaanite territory to Abraham.

Canaan son of Ham gave birth to 11 sons. They became the Canaanite peoples. This was in addition to (or inclusive of) a group that itself was called Canaanite. Altogether we may therefore have 12 Canaanite entities.
[Genesis 10:]
15 Canaan begot
Sidon his firstborn, and Heth;
16 the
Jebusite, the Amorite, and the Girgashite;
17 the
Hivite, the Arkite, and the Sinite;
18 the
Arvadite, the Zemarite, and the Hamathite.

Abraham was promised the inheritance of 10 Canaanite peoples.
Genesis 15.
18 On the same day the LORD made a covenant with Abram, saying:
'To your descendants I have given this land, from the river of Egypt to the great river, the River Euphrates,
19 the
Kenites, the Kenezzites, the Kadmonites,
20 the Hittites, the
Perizzites, the Rephaim,
21 the Amorites, the Canaanites, the
Girgashites, and the Jebusites.,

Later when the Israelites came out of Egypt they were promised the Land of Seven Canaanite nations.
Deuteronomy 7
 1 When the LORD your God brings you into the land you are entering to possess and drives out before you many nations: the Hittites,
Girgashites, Amorites, Canaanites, Perizzites, Hivites and Jebusites, seven nations larger and stronger than you...

The Sages (Midrash Rabah, Genesis 44;22) said that the three nations promised to Abraham that were not included in those given to Israel when they came out of Egypt were the Kenites, Kenezzites, and Kadmonites (Genesis 15:19).
The lands of these three nations were given to Edom, Moab, and Ammon.
Rabbi identifies the Kenites, Kenezzites, and Kadmonites with the Arabs, Solymians (in present-day Turkey), and Notians (Nabateans).
Rabbi Shimeon ben Yokai says they became Durmascus (either Damascus in Syria or Gozan in northern Syria-Iraq), Assia (in present-day Turkey), and Aspamia (Spain).
Rabbi Elazar ben Yaacov identifies them with Assia (in present-day Turkey), Thrace, Carthage.
The Kenazzi were given to Esau (Edom). Kenites and Kadmonites to Moab and Ammon.


The work "Eretz Chemda" says that the Kenites, the Kenezzites, and Kadmonites equate Assia and Aspamia meaning (it says) Ashkenaz (Germany) and Aspamia (Spain).
In the Messianic Era the lands of them all will be given to Israel.

The Tribe of Dan went to Ireland, Britain, Wales, and Denmark. The name "Dan" means "Judgement". Aspects of the Tribal Characteristics and Goals of the Tribe of Dan reflect the search for Justice and Judgement. This was also in general the Purpose for the Ten Tribes being Exiled and Losing their identity. It was due to the Promise to Abraham the forefather. Dan was part of this. Samson the judge-hero came from Dan. Samson also reflects Danite characteristics. The case of Dan has implications for the Ten Tribes as a whole.

What we know is that they were dense in the area where Lebanon is now.

We also know that Dan got a woman that was a Moabite and Dan dwelled at the ships.
We also know that the second wife of Benjamin had a Refaitic blood. And also that Benjaminites were archers and keen on metal.
All these characteristics are combined in the Phoenicians.

5. Foremost Rabbinical Opinion: Britain to Become Part of the Land of Israel?
The book "Eretz Chemda" by Yichiel Mical Shtern (5769, p.20 quotes Levushei Mordeci Y"D 3:49) says that,
the Chatam Sofer held that the island of England in the End Times would be considered part of the Land of Israel.
