Psalms 93
[Psalms 93:1] THE LORD REIGNETH, HE IS CLOTHED WITH MAJESTY; THE LORD IS CLOTHED WITH  STRENGTH, WHEREWITH HE HATH GIRDED HIMSELF: THE WORLD ALSO IS STABILSED, THAT IT CANNOT  BE MOVED.
Overall the intention of this Psalm is to emphasis that the Almighty rules over the Universe and everything in it.    The Rule of God entails aspects of matters running their natural course in their set paths as well the Almighty intervening as HE wills miraculously and changing the course of nature.

[Psalms 93:2] THY THRONE IS ESTABLISHED OF OLD: THOU ART FROM EVERLASTING.
Only God does not change. Only God is Eternal. Everything else is transient.

[Psalms 93:3] THE FLOODS HAVE LIFTED UP, O LORD, THE FLOODS HAVE LIFTED UP THEIR VOICE;  THE FLOODS LIFT UP THEIR WAVES.
FLOODS: Hebrew "naharot" meaning rivers or flowing bodies of water.
S.R. Hirsch: "Floods" are a simile for powerful nations that swell with pride and work destruction" (cf. Isaiah 8:7-8). THEREFORE, BEHOLD, THE LORD IS BRINGING UP AGAINST THEM THE WATERS OF THE RIVER, MIGHTY AND MANY, THE KING OF ASSYRIA AND ALL HIS GLORY [Isaiah 8:7].

[Psalms 93:4] THE LORD ON HIGH IS MIGHTIER THAN THE NOISE OF MANY WATERS, YEA, THAN THE  MIGHTY WAVES OF THE SEA.
SEA:  Hebrew "yamim" meaning  "Seas" in the plural.

We saw above that S.R. Hirsch associated "floods" with powerful nations. On this verse he expands the comparison:

The allegory given us here is as follows: The streams all flow into one ocean, and their roaring floods increase the surging might of the ocean as it absorbs them. It has ever been thus; throughout history we have instances of powers bent upon world conquest, depriving all other peoples of their independence, and degrading them to the status of vassalage so that they, the conquering nations, might become mightier yet. Long ago, the proud Assyrian conqueror said  (Isaiah 10:8), "Behold, all of my princes are kings." And the final phase of the history of nations preceding the advent of the kingdom of God to which Psalm 93 looks will end with the rise of one single world-conquering power which will swallow up all the other nations. Ezekiel (see Chapters 38 and 39) calls this power Gog. Then there will be only one world power on earth which will unite all other nations beneath its rule. But there is still One Who will be mightier than even this conqueror nation,  -the Lord, "Who alone is mighty on high."

[Psalms 93:5] THY TESTIMONIES ARE VERY SURE: HOLINESS BECOMETH THINE HOUSE, O  LORD,  FOR EVER.
